Position Overview
The Illinois Department of Public Health is seeking a highly motivated individual to serve as eCR Evaluator. Review incoming eCR data to conduct quality assurance and identify reporting exceptions and content quality issues as compared to electronic laboratory reports and I-NEDSS provider reports to assist with onboarding and evaluation of eCR. Conduct Quality Assurance/Quality Control (QA/QC) on data received via electronic case reporting (eCR) as the program grows through interim solutions to a long-term approach for data receipt and consumption. Utilize data quality assessment tools, protocols, and resources to conduct data analyses to identify healthcare providers and organizations not reporting in compliance with standards (e.g., LOINC codes, SNOMED codes, the inclusion of demographic information).

Essential Functions
- Reviews incoming eCR data to conduct quality assurance and to identify reporting exceptions and content quality issues as compared to electronic laboratory reports and I-NEDSS provider reports to assist with onboarding and evaluation of eCR.
- Conducts Quality Assurance/Quality Control (QA/QC) on data received via electronic case reporting (eCR) as the program grows through interim solutions to a long-term approach for data receipt and consumption.
- Utilizes data quality assessment tools, protocols, and resources to conduct data analyses to identify healthcare providers and organizations not reporting in compliance with standards (e.g., LOINC codes, SNOMED codes, the inclusion of demographic information).
- Documents and communicates identified issues succinctly and in a timely fashion, to the eCR informatics team and the eCR originating data provider.
- Supports the implementation of eCR informatics program projects at IDPH as needed.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, with courses public administration accounting, industrial relations, prelegal or personnel management.
- Requires two (2) years professional experience in public administration, business management or accounting.
Preferred Qualifications
- One (1) year of experience developing methods, procedures, policies and objectives for operation of a communicable disease program.
- One (1) year experience in presenting, both orally and in writing, statistical and other data reports with a short turnaround time.
- One (1) year experience working with healthcare organizations.
- Master's degree in public health with a concentration in informatics, epidemiology or biostatistics.
- One (1) year experience in informatics.
- One (1) year of experience in HL7, Rhapsody, and electronic laboratory or case reporting.
