Anticipated Starting Salary Range: $72,946 - $90,000

The State Corporation Commission (“SCC” or “Commission”) Division of Public Utility Regulation (“PUR”) seeks an Engineer with a passion for public service and protecting the public interest in Virginia. PUR provides support to the Commission in its regulation of Virginia’s investor-owned electric, natural gas, water and sewer utilities, member owned electric cooperatives, and the telecommunications industry. The responsibilities of the Utilities Engineer role include technical review and analysis of the need for and siting of proposed electrical transmission lines, electric distribution reliability and generating unit performance. This position is based in Richmond, Virginia and operates on a hybrid schedule, including remote and in-office work each week (Monday – Friday). Essential Duties and Responsibilities
- Conduct analysis and make recommendations relative to applications for certificates of public convenience and necessity to construct and operate transmission lines and generating facilities.
- Monitor, analyze, and make recommendations related to electric utility distribution reliability performance.
- Monitor, analyze, and make recommendations related to utility generation unit performance.
- Investigate and respond to technical consumer complaints related to electric distribution service reliability.
- Prepare and submit written technical reports and testify as a staff witness in formal adjudicatory proceedings.
- Assist and monitor the physical and cyber security activities of regulated entities and make recommendations.
- Perform other related work as required.
Preferred Qualifications
- A bachelor’s degree in engineering is required with a strong preference for electrical or mechanical engineering.
- Some engineering experience related to electric power is preferred.
- Any experience related to the need for or siting of electric transmission lines, electric distribution system design and reliability, or electric generating unit performance is a plus.
- Course work in electric power engineering is preferred.
- Ability to analyze complex information and form logical well-reasoned conclusions and make recommendations to PUR’s senior staff and the Commission is essential.
- Exceptional research skills, including highly detailed analysis, strong reading comprehension, and critical thinking skills.
- Ability to communicate clearly and concisely technical information to both technical and non-technical audiences.
- Ability to manage tasks independently and to work effectively on a team.
- Ability to establish and maintain professional working relationships with SCC staff, and representatives of the utilities and the general public.
