Logistics Management Fellow - Yokohama, Japan

U.S. ARMY TRANSPORTATION COMMAND (ARTRANS) 

JOIN THE CIVILIAN FEDERAL WORKFORCE AND BECOME A LOGISTICS MANAGEMENT FELLOW 

 

The Army Fellows Program is a two-year career development fellowship as a federal government employee. Applicants must have graduated from an accredited college or university with a bachelor’s or higher degree within two years (four years if an honorably discharged Veteran) prior to starting the program. Fellows are permanent, full-time employees with a competitive salary, full benefits, and guaranteed placement after the fellowship for those who meet program requirements. This 24-month program is designed to provide training and a structured and exciting experience for Army Civilians that will enable you to experience career growth quickly by earning up to two promotions within 24 months. 

 

What does an Army Civilian Logistics Management Specialist do?  

Army Civilian logisticians are responsible for planning, coordinating, and monitoring Army logistics operations such as warehousing, inventory, transportation, and supply chain processes. These Specialists are critical thinkers that typically have strong organizational and leadership skills. 

 

What responsibilities are common for Logistics Management Specialists?  

Provide world-class logistics support to America’s Army  

Inventory and item management as well as warehousing, transportation planning, maintenance management, and other Supply Chain processes  

Develop new strategies to streamline processes, improve effectiveness, and increase efficiencies  

Ensure that quality, quantity, customer satisfaction, and financial commitments are met  

Perform metrics reporting and data analysis to identify issues and opportunities for process improvements

Pay Scale & Grade: 

Fellows begin their first year as a GS-7 at Ft. Lee, Virginia. Compensation starts at $52,710. This cohort of new hires will begin on 21 September 2026

Upon completion of Army Fellows Program 1st year requirements, Fellows receive a promotion to GS-9 and paid move to their overseas destination (Yokohama, Japan) at the 836th Transportation Battalion; Compensation starts at $52,727 (this will be higher with overseas allowances).  

After successfully completing the 2nd year, the Fellow receives a second promotion to GS-11 and is placed in a permanent position at the 836th Transportation Battalion.  The 24-month fellowship is completed. Compensation starts at $63,795 (this will be higher with overseas allowances).  

After another year as a GS-11 at the 836th Transportation Battalion, the Fellow will be moved to ARTRANS Headquarters at Scott AFB, IL and placed in a permanent GS-11 position. 

 

Qualifications: 

 

Specialized Experience: One year of specialized experience analyzing and researching statistical data or using automated logistics programs to reconcile logistical discrepancies; or, assisting in the analysis and forecasting requirements for materiel, inventory or supplies; or, interpreting and applying supply, maintenance or transportation regulations, policies, practices or procedures; or, assisting in scheduling transportation for the effective movement and distribution of units, personnel, equipment, or supplies.  
 
OR 
 
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain or Logistics Management, any Business field (Economics, Accounting, Finance, Strategy, Optimization, etc.), Mathematics, Data Analytics/Science, Operations Research, Statistics, Engineering, Law, International Trade/Affairs/Relations, Public Administration, Government, Political Science, Communications, Education, Psychology, Sociology, Cognitive Science, Cyber/Information Technology/Systems, any Administration/Management field (Healthcare Admin, Operations Management, etc.). 

 

OR 
 
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.  

 

Program Requirements 

Must have graduated from an accredited college or university with a bachelor’s or higher degree within two years of start date (four years if an honorably discharged Veteran with four years or more of service)  

Ability to successfully pass applicable background and security investigations  

Minimum GPA of 2.95 out of 4.0  

Mobility Agreement required 

Must be a U.S. Citizen 

 

With direct hire authority for recent graduates, we can make a tentative offer from the resume and do not have to advertise the position competitively through USAJOBS.  The candidate selected for this position will pay their own moving costs to Virginia. ARTRANS will ensure moving costs are paid for the candidate from Virginia to Japan, and then from Japan to Illinois after 2 years in Japan. 

 

Additional Information:  

The 24-month Logistics Career Field cohort-based Army Fellows Program begins with a rigorous 12-month graduate level resident training curriculum at Ft. Lee, Virginia, home of the Army Sustainment University, focused on three areas of logistics: Supply, Maintenance and Transportation. It includes training in logistics technology, data analytics, distribution management, and on-the-job training rotations.
