The City of Chicago Office of Inspector General (OIG) is one of the nation’s premier, independent municipal oversight bodies with statutory responsibility to identify and prevent misconduct, waste, and inefficiency in City operations.
OIG is seeking a Deputy Inspector General for Information Technology and Analytics (DIG-ITA) with extensive, executive-level experience in mission-driven data analysis and in developing and governing information systems and technology.

DUTIES:
Under direction of the Inspector General, the DIG-ITA develops, implements, and supervises data analysis strategies and manages and maintains OIG’s information technology (IT).
Reporting to the DIG-ITA are three teams, each supervised by a Chief analyst. Among them, the teams are responsible for delivering two core support functions: information technology management and data analytics. Information technology management includes development and maintenance to ensure the accuracy, reliability, and comprehensiveness of OIG’s technology platform to include its hardware, software, communications network, databases, applications, security and help desk. Data analysis entails use of city data and tools to perform mission-based data analyses and to create and manage OIG’s interactive data dashboards on its Information Portal. The following are specific and essential responsibilities and duties of the DIG-ITA:
• Manages day to day operations of the ITA section, including:
o Directing technical staff engaged in meeting information technology and data analytics needs of OIG’s sections.
o Ensuring sustainable, high-quality and secure data center operations that support department mandates and initiatives.
o Overseeing the collection, storage, management, quality, and protection of data.
o Participating in the hiring and termination of section employees.
o Ensuring timely evaluation and development of section’s technical professionals.
o Performing related duties as required.
• Strategic development of priorities and procedures for OIG’s Information Technology and Analytics section.
• Coordinates and liaises with other City departments in areas including access to data, Citywide IT standards, data governance, cyber security, and network infrastructure.
• Develops, implements, and manages data analytics strategies in accordance with best practices.
• Oversees large-scale projects including by managing timelines, communicating with management and end-users, and providing technical assistance.
• Working with OIG’s Legal section, ensures compliance with applicable laws, rules, and regulations as applicable to data privacy and security.
• Develops and manages the ITA section budget.

Knowledge, Abilities, and Skills: Candidates for this position should possess:
1. Substantial demonstrated experience managing, developing, directing, and carrying out information technology and data analytics projects.
2. Superior analytical skills and executive leadership qualities to manage and motivate a highly skilled and diverse staff.
3. Knowledge of applications development, big data solutions, and information security tools

Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor's degree in Computer Sciences, Information Technology/Systems or a directly related field, plus seven years of experience in data processing systems design, implementation and management of which five years are in a supervisory role related to the responsibilities of the position, or an equivalent combination of education, training and experience.

Preferred Qualifications:
• Experience in data management, leadership, and information technology systems and tools.
• An advanced degree in computer science, information technology, data analytics, or mathematics.
• Experience in a public sector investigative or law enforcement organization.
• Local government experience is favorable.

ANNUAL SALARY: Commensurate with experience up to $139,620
