Accounting Manager

Job Title:  Accounting Manager

Location: Onsite in Madison, WI or Hybrid (onsite and remote)

4.Essential Duties and Responsibilities

  • Oversee all financial functions and reporting of MetaStar, a non-profit legal entity, in accordance with Generally Accepted Auditing Standards (GAAS), Generally Accepted Accounting Principles (GAAP) and Office of Management and Budget requirements. 
    • Prepare annual budgets and regularly prepare financial projections. 
    • Primary contact for annual audits for both public and government audits. Responsible for responding to audit requests and assisting with audit reporting. 
  • Manages and supports finance department by conducting regular check-in meetings with staff, recruiting and hiring for open positions, and coordinating professional development activities.  The position works onsite at the Madison, WI office or may work part of the time onsite and remotely (hybrid). 
  • Assist with the financial functions and reporting for Superior Health Quality Alliance, Inc., which is the prime contractor that holds the Medicare contract that MetaStar is a subcontractor and does the accounting for. 
    • Primary contact for annual audits for both public and governmental audits. Responsible for responding to audit requests and assisting with audit reporting. 
    • Oversee accounts receivable and account payable activity and communicate with member organizations and subcontractors as appropriate.
  • Oversee banking, invoicing, and disbursements, and ensure that disbursements are in compliance with approvals needed under the policies and procedures of the organization. 
  • Ensure payroll and benefit information is accurately and timely prepared and distributed as appropriate. 
  • Oversee the fixed asset and employee expense reporting programs. 
  • Oversee and review the monthly financial reporting and distribute information to service line Vice Presidents and Managers and discuss projections and key observations. Incorporate staff resource planning reporting and projections.
  • Responsible for communicating the financial status of the organization, including regular review of financial statements with the COO, the Finance and Audit Committee, and All Staff, and coordination of financial reporting and audits
  • Work with Human Resources to coordinate annual compensation review for payroll, support retirement plan audits, participate in new employee on-boarding, and support benefit renewals as needed. 
  • Coordinate the business insurance renewals (D&O, E&O, Cyber, Liability, etc.). 
  • Serve as Chief Compliance Officer, leading the Compliance workgroup to ensure MetaStar is compliant with all applicable laws and regulations and meets contract requirements. 
  • Ensure that key performance indicators and information to track organizational performance are in place and monitored, in accordance with the Strategic Plan objectives. 
  • Assist with Category 7 reporting for the Baldrige Criteria application. 
  • Maintain and develop policies, systems, and processes that assure compliance with federal, state and private contracts, contract modifications, laws, rules and regulations. 
    • Ensure that all financial systems and processes are documented in standard operating procedures and that internal quality controls are in place and continuously monitored, measured and updated as needed. 
    • Oversee financial contractual requirements, including but not limited to Small/ Minority Business Reporting. 
  • All other duties as assigned by the COO

 

QUALIFICATIONS 

The requirements listed below are representative of the knowledge, skills, and/or abilities required to successfully perform this job at the minimum level. Additional requirements are listed as preferred.

  • Education: Bachelor’s degree in finance or accounting, and Certified Public Accountant (CPA) designation
  • Experience: Minimum five years of Controller/Director level experience, particularly within a government contractor, not-for-profit entity, or a healthcare environment. 
  • Leadership and Finance Skills: Team leadership and management, conflict resolution, decision making, strong communication skills, financial acumen, extensive knowledge of financial requirements including GAAP, GAAS, Uniform Grant Guidance (UGG), Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR), knowledge of adequate accounting system requirements, standard operating procedures and policy governance. 
  • Computer Skills: Proficiency in MS Office applications including Word, Excel and PowerPoint. Deltek Costpoint or other project general ledger system. 
  • Other Skills: Effective time management skills to prioritize activities, ability to work simultaneously on multiple tasks, strength in strategic thinking, analytical and creative problem solving, ability to develop professional relationships with customers and partners, ability to build and to maintain a positive team environment, ability to work independently with minimal supervision, ability to handle sensitive/confidential information, and excellent interpersonal skills.  Staff resource planning experience preferred.

PHYSICAL EFFORT AND WORKING CONDITIONS

The requirements and conditions described below are representative of the general environment the individual is exposed to on a day-to-day basis while performing this job.

 

Manual Dexterity:       Ability to operate computer and telephone

Physical Effort:            Ability to sit or stand for five-to-eight hours per day (depending on scheduled FTE); occasionally lifting up to 15 pounds.

Working Conditions:   Traditional office environment; required to work on a computer five-to-eight hours per day (depending on scheduled FTE)
